In days of old, the original police officers were medieval knights and carried a shield to protect themselves. The badge is a shield shape to remind them of that. It is worn on the right side, directly over the heart to remind officers that they swore an oath to serve and protect. By design, the shirts have an extra layer of fabric reinforcing that area to prevent the badge from tearing through.
