Who was Paul writing to when he asked the age-old question, "If God is for us, who can be against us?"

Paul was shooting off a letter to the Romans when he wrote this line. He went on to say, "He who did not spare his own Son, but gave him up for us all—how will he not also, along with him, graciously give us all things?" Sounds pretty generous.
