Who holds the council that decides that the Ring must be destroyed in Mount Doom?

Elfman, Lord Elrond (aka, Arwen's dad), wants to get rid of the Ring as soon as possible. As Sauron and Saruman are both after its power, Elrond holds a council of Dwarves, Men, Elves – and, of course, Gandalf and Frodo – and they all come to the conclusion that the Ring should be thrown into Mount Doom, where it belongs.
