Who has the right of way when two vehicles approach a four-way stop across from each other and one is turning?

Although the first car to arrive at the stop would have the right of way, when they arrive at the same time, the car going straight would lead. If they're both headed straight, they can go at the same time. If both drivers are turning in the same direction, the one turning right has the right of way.
