"My precious..." Who happens upon the Ring in a river when the Orcs lose it?

After Isildur takes the Ring and is corrupted by it, the Orcs kill him but don't manage to retrieve the Ring which is lost in a river. For 2,500 years, it remains there...until Gollum happens upon it.
