He allegedly set up a PAC in order to avoid campaign finance laws in Texas and to land state legislators who were on the same political page. The scandal resulted in his resigning from Congress in 2005, and he was convicted of money laundering and conspiracy to commit money laundering in 2010, but an appeals court threw out the conviction.
