The Festina affair, named after the French racing team, was a massive scandal for the Tour. Investigations and drug searches along the route turned up drug after drug and suggested an entire doping network. Multiple teams withdrew from the race. Ultimately, the drug-fueled affair led to the formation of the World Anti-Doping Agency.
