Answer Do not pass stopped trains
If you see this sign, you should not walk directly in front of stopped trains. Though the trains may be stopped now, they could quickly start up again and run you over without slowing down. Additionally, when walking directly in front of trains like this, you may be out of sight of the train's conductor high off the ground.
