The first military draft in American history was issued by which military?

Being that their numbers were comparatively smaller than those of the Union's, the first draft in American history was imposed by the Confederacy in April of 1862. However, the wealthy largely avoided the draft, as those who owned 20+ slaves were exempt. In 1863, Lincoln also instituted a draft of able-bodied men, aged 18-35, in the North. Again, the wealthy were exempt, as there was an opt-out option if the price was right.
