The 1992 NFL Draft is historic for what reason?

Not counting recent years, only two seasons of the draft failed to produce a single Hall of Famer: 1984, and 1992. But in ‘84, the NFL also had a separate draft for players who signed with the USFL, like Steve Young and Reggie White. ‘92 was just bad!
