Shelter is THE most important and first consideration in a survival ordeal. True or False?

There are too many variables in a survival situation for anything to always be THE most important and first consideration. It's just never that black and white. You might not need a shelter at all depending on where you are. I have spent a week sleeping out under the stars and it was perfectly fine.
