Not to be confused with "merging," what does this sign indicate?

Sometimes on the course of a busy highway, an extra lane will be added to aid traffic. This usually occurs when secondary roads enter traffic on the main highway. Most often the on-ramp turns into a new lane instead of requiring drivers to merge. Those on the main highway should not enter this lane.
