In what century did Christmas cookies become a popular festive tradition?

Many cultures have some variety of special cookies that come out to help celebrate Christmas. They may have undergone some changes over the centuries, but the tradition of baking special Christmas cookies can be traced back to at least the 16th century. Some of the recipes may come from Medieval Europe. At the turn of the 20th Century, cookie cutters in America became more common, making it easier to create festive-looking cookies to decorate and leave for Santa.
