The sculpture of William Penn that stands over City Hall in Philly was installed 1894 after two years of building it in 14 separate sections. Though Philly's skyline has grown vertical in recent years, it wasn't until the 1980s that an unwritten gentlemen's agreement that forbade any building in the city from rising above the hat on the Penn statue was cast aside.
