Believe it or not, ambulances actually have to call in for approval to exceed the speed limit if they are transporting someone in need of immediate care. Even then, they are only allowed to go 15 miles over the speed limit. An ambulance driving erratically or in excess of 15 miles over can still be pulled over and given a ticket by a police officer.
