In the past 100 years, what starter held hitters to the lowest batting average over a single season?

Allowing an average of .167 is nuts. It’s basically turning every hitter into a pitcher. It’s even crazier that Pedro did that in the AL, with the DH, and at the height of the steroid era in 2000.
