In Revelation 4, who does John see seated on 24 thrones that would fall to the ground to praise God?

The identity of the 24 Elders from this book has been the focus of much speculation. Just who are these 24 people that get thrones next to God's? Some speculate that it's the 12 sons of Jacob plus the 12 apostles. Some think it might be 24 heroes of the faith, like Mother Theresa and Billy Graham.
