The Puli's corded, or dreadlocked, hair is the result of a purposeful, controlled matting process. This dog is also known as a Hungarian Puli or a Hungarian Water Dog and is still used for herding sheep in his home country. There's a saying that circulates in the Hungarian shepherd population: "He's not a dog, he's a Puli."
