If you commute across state lines in your CMV, is that considered interstate commerce?

The federal laws regulate that if you are allowed to use your vehicle for private personal transportation, during these times it is not subject to the interstate commerce regulations in the FMCSRs. However, if you are using it to drive to the motor carrier, even if empty, it is considered commerce and thereby subject to the regulations.
