Hoover did great things, helping others overseas during WWI, prior to becoming president. He became president at the worst possible time, right on the cusp of the Great Crash in '29. Little economic knowledge did not help his cause, trying to put millions of people back to work. Unfortunatly, Hoover is very rarely considered a good president.
