In order to take over the council Laszlo targeted Lazarro to win her favour. He knocked on her door and asked if there's any way the city could be improved. When Lazarro mentioned the city's racoon problem, Laszlo killed a bunch of racoons and left their bodies on her front porch. Unfortunately, Barbara wasn't impressed.
