After the Battle of New York there was a lot of alien technology littered across the city. Who is the villain that built a flying suit out of these parts and was eventually sent to prison by Spiderman?

Adrian Toomes was the former owner of a salvage company that began to clean up Chitauri debris after the Battle of New York, but was put out of business by a joint venture between Tony Stark and the government. Toomes then used some of the gathered Chitauri technology to create a flying suit, which he used to steal advanced weapons which he would sell on the black market.
