The book of Lamentations is a lament.  A lament is an expression of sadness for recent events - a death, a loss of income, a separation of relationship, a demotion.  All of those things are expressed in Lamentations.

Though never mentioned in the text, scholars credit Jeremiah as the writer of Lamentations.  He was a prophet during the transition of Jerusalem from a spiritual capital of the world to a heap of rubble.  Jeremiah expressed heart and tears during his time as a prophet for Jerusalem, so the sentiment fits in Lamentations.
